The International Fragrance Association  (IFRA) Guidelines for safe usage of fragrances and essential oils in perfumes and skincare.

Class 2 - Underarm Deodorant: 0.40%
Class 4-  Lotion: 1.00%
Class 8 -  Powder: 0.40%
Class 9 - Liquid Body Wash: 1.00%
Class 9 - Bar soap: 1.00%

Not recommended for soap.   (read below for clarification)

This product is in compliance with the IFRA, if the fragrance is used in the noted applications listed above at the indicated maximum concentration levels.
"Maximum Levels of Exposure To Skin" is the measurement of fragrance, flavor and essential oil that can come in contact with the skin. It doesn't mean that your product can perform at these levels. You must test all oils in each application for evaluation of safety.

NOTE:   IFRA maximum levels in soap (please read)
It is true that Home For The Holidays fragrance has a very low percentage rate of 1.00%.  We tried to have it reformulated in order to raise the percentage of  the IFRA maximum concentration levels for Category 9 (soap application), but it changed the scent so completely, we decided to offer the original fragrance as it has been.
People who make soap generally use between 2-6% fragrance of batch.  Since we test all of our fragrances in soap before we offer it, we made cold process soap in our studio with this exact formulation at 5% concentration level.  Once cured, we sent the soap home with everyone who works here that wanted some.  We all used them in the bath tubs, showers and at sinks for hand washing.  No one had any reactions to the soap, however, please use in soap at your own risk.
That being said, IFRAs are recommended usage rates due to some ingredients that are a known irritant to a percentage of people tested.  When the usage rate is lower than the IFRA's max. skin exposure for your application, it shouldn't be used in that application.
IFRA guidelines MUST be followed above all else. Customers, like you, who ignore IFRAs guidelines are legally liable should a customer have a bad reaction.
