The International Fragrance Association  (IFRA) Guidelines for safe usage of fragrances and essential oils in perfumes and skincare.

Class 2 - Underarm Deodorant: 0.59%
Class 5-  Lotion: 2.71%
Class 8 -  Powder: 0.59%
Class 9 - Liquid Body Wash: 20.76%
Class 9 - Bar soap: 20.76%

This product is in compliance with the IFRA, if the fragrance is used in the noted applications listed above at the indicated maximum concentration levels.

"Maximum Levels of Exposure To Skin" is the measurement of fragrance, flavor and essential oil that can come in contact with the skin. It doesn't mean that your product can perform at these levels. You must test all oils in each application for evaluation of safety.

People who make soap generally use between 2-6% fragrance of batch.
That being said, IFRAs are recommended usage rates due to some ingredients that are a known irritant to a percentage of people tested.  When the usage rate is lower than the IFRA's max. skin exposure for your application, it shouldn't be used in that application.
Documentation, IFRA and SDS are available on request
